If you just do something like:

<xsl:template match="*|@*" priority="-1">
  <xsl:copy>
    <xsl:apply-templates select="@*|*|text()"/>
  </xsl:copy>
</xsl:template>

then tags for which no other handling is specified will be copied
through.
