If this is a Latin 1 character, you have to tell the parser explicitly
about the encoding. Thus,
> ...
> <?xml version = "1.0"?>
should become
<?xml version = "1.0" encoding="ISO-8859-1"?>

PS. Of course, as pointed out in a previous reply, quotes and braces
should also be nested properly.
