suppose you have <ptr target="foo"> and
<title id="foo">Introduction</title>, then something like

 <xsl:template match="ptr">
  See Section <xsl:apply-templates mode="xref" select="id(@target)" />
 </xsl:template>

 <xsl:template mode="xref" match="title">
   <xsl:number/> 
   <xsl:apply-templates/>
 </xsl:template>


would seem to do the job. I have simplified this a lot from the real
example I am using, but the principle should hold.
