The current draft does not state how xsl:key declarations behave with respect to the import mechanism. This needs to be clarified. Are xsl:key declarations subject to the same precedence mechanism as templates? Probably not, since it is clearly the intention of section 13.2 that all keys that match a node should apply, unlike for templates where there should be only one. It should be made clear that all key declarations apply equally, regardless of how they were obtained, through inclusion, importing, or not.
