I can't see how it would be possible to transform a non XML document using
XSL, but I have heard of people writing pearl scripts that will take care of
placing certain portions into tags.
Is this the sort of structure you had in mind?

<buffer_gas_system type="ABSTRACT">
<centrifugal_compressor/>
</buffer_gas_system>
</plant_item>
<process_equipment>
<material_transfer_equipment="ABSTRACT">
<fluid_transfer_machine/>
