The fo:sequence-specifier-alternating flow object provides for a blank even page via the page-master-blank-even property, but not for a blank odd page. It is quite common to start a new chapter in a book with a spread, where the first page of the new chapter is an even page. For this situation, a page-master-blank-odd property would be required as well.
