I do not know which parser are you using.

in parsers supporting post August XSLT (such as XT, SAXON ):

<a href="{MAINMENULINK}"><img src="{MAINMENU}" /></a>

in MSXML:
<a>
    <xsl:attribute name='HREF'><xsl:value-of
select='MAINMENULINK'/></xsl:attribute>
    <img>
        <xsl:attribute name="SRC"><xsl:value-of
select='MAINMENU'/></xsl:attribute>
    </img>
</a>
