You could try:

<xsl:strip-space elements="DESCRIPTION"/>
<xsl:tempalte match="TASKS">
    <xsl:if test="TASK/DECRIPTION[text()]">
       <xsl:apply-templates select="TASK" />
    </xsl:if>
</xsl:template>
