Yes. I just downloaded it, copied the dll as it instructed, copied the xml and xsl to my web server document root, changed the xml to use /simple.xsl (was confused otherwise), and it worked! FYI, Netscape is not my default browser. Admittedly I have not tried anything beyond the simple example. One interesting point, after the transformation, the address line shows some cache file name.
