There isn't really enough information to tell, but I suspect the namespace URI has not been updated to http://www.w3.org/1999/XSL/Transform, or MSXML2 has not been installed in "replace mode" which is necessary to remap MSXML registry entries to MSXML2. Run xmlinst.exe to switch to replace mode.
