In MSXML3 you can do this:
<msxsl:script language="VBScript" implements-prefix="user">
function dummy()
dummy="Dallas"
end function
</msxsl:script>
<xsl:if test="@city = user:dummy()">
<xsl:value-of select="@state"/>
</xsl:if>
In the IE5 namepace this is a bit nastier:
<xsl:script language="VBScript">
function dummy()
dummy="Dallas"
end function
</xsl:script>
<xsl:if expr="this.selectSingleNode('@city').nodeValue = dummy()">
<xsl:value-of select="@state"/>
</xsl:if>
