Ouch, that line got really hashed in the email.
But, I would suggest that IE actually expects there to be a semi-colon
after each of the "&amp"s

In HTML you used to get away with &amp , but XML needs the properly
formed &amp; to work.

Whether this will translate through to your CGI is beyond me right now,
but give it a go anyway...
