I think you mean:
<input type = "button" value = " delete "
onClick = "chgdelete("loc_del_1")" >
The double-quotes (") before 'loc-del_1' in your sample would close the
'onClick' attribute value, and any decent HTML parser should object to it.
To generate that, try:
<input type = "button" value = "delete"
onClick = "{concat('chgdelete("loc_del_', position(), '")') }" />
