I am not that sure. Consider another quote [7.1. Description of Property
Groups]:
WD> - Layout-related Properties:
WD> These properties control what is "top" ("reference-orientation"), ...
If "top" is not absolute, how could "right" be unrelated to the rotation? ;-)
