Although HTML user agents allow unescaped ampersands in href attributes,
it is technically incorrect. You really want

agenda.asp?action=del;amp&id=2

(try it in a document. it works.)
Any of the following will work for your situation:

<a href="{concat('agenda.asp?action=del;amp&amp;id=',ID)}">click</a>

<a>
