Something like

<xsl:template name="one-page">
  <xsl:param name="lines" select="60"/>	<!-- default=60 -->
...
</xsl:template>

<xsl:template match="/">
  <xsl:call-template name="one-page">
    <xsl:with-param name="lines" select="50"/>  <!-- for the header -->
  </xsl:call-template>
  <xsl:for-each seelct="-- something ---">
     <xsl:call-template name="one-page">
        <xsl:with-param name="lines" select="60"/>  <!-- for other pages -->
     </xsl:call-template>
  </xsl:for-each>
</xsl:template>
