The AWTRenderer for FOP uses JavaAWT as the rendering medium, as opposed to PDF or any other "hard" output medium. The actual browser is not sophisticated (at this stage of the game it runs once for each file), but you can page back and forth, zoom in and out, and print. The way things are set up right now, the AWTCommandLine class expects FO as the input. It wouldn't take much to integrate XalanCommandLine (soon just XSLTCommandLine once we get TRAX supported) and the AWTRenderer backend. I suppose the main reason nobody has polished up this functionality is because it is mostly a previewer, and FOP is not production yet. But the thing works quite well.
