I posted such an idea recently.
<!-- Time-stamp : " " --> near the top of the file.
M-x time-stamp updates it,
then
<xsl:value-of select="document('')/comment()[1]"/>
Or substring just to get the date.
Simple.
without emacs, its manual, and likely to be forgotten.
