  My current failed attempt looks like this:

  <xsl:template match="parent">
  [......]
         <xsl:for-each select="child::*/[@att != 'value1' | @fy !=
  'value2']">

you were nearly there, but or  is or not |


[(@att != 'value1') or (@fy !=  )]
