The for-each is making the current node be Nummer.AZ nodes, but then
the value-of is trying to select Nummer.AZ children of the current
node. 

I think you want
<xsl:template match="Nummer">
 <table>
 <tr>
  <td><xsl:value-of select="Nummer.AZ"/></td>
  <td><p align="justify"><xsl:value-of select="Nummer.Satz"/></p></td>
 </tr>
 <xsl:for-each select="Nummer.Satz[position() &gt; 1]">
 <tr>
  <td/>
  <td><p align="justify"><xsl:value-of select="."/></p></td>
  </tr>
 </xsl:for-each>
 </table>
 </xsl:template>
