What is true is that the working group decided to do some more exploration of XSLT 2.0 features to check any impact on XSLT 1.1 before XSLT 1.1 was frozen. XSLT 2.0 is nowhere near being a candidate recommendation, there isn't even a working draft yet. It's still at the stage where different ideas for how to meet the requirements are being tossed about.
