If you are looking for an <xxx> element anywhere in the source document:
<xsl:if test="//xxx">

element-available() is designed to check whether a particular XSLT
instruction is offered by your XSLT processor, e.g.
<xsl:if test="element-available('xsl:document')">
to test for the xsl:document instruction described in the XSLT 1.1 working
draft.
