I'm fairly sure that what you're expecting is what should happen. It works in MSXML. I think Mike just wants to stop people from using xsl:apply-imports ;) You should report it as a Saxon bug (although it may have been fixed in 6.3 along with multiple-xsl:apply-imports bug).
