Hmm, apart from the hardwired drive letter in the url, the following
should work:

<a href="{image/@src}" target="blank">View</a>

or, more verbose:
<a>
  <xsl:attribute name="href"><xsl:value-of select="image/@src"/></xsl:attribute>
  <xsl:attribute name="target">blank</xsl:attribute>
  <xsl:text>View</xsl:text>
</a>
