What about the differences between using Saxon and XT? Does it depend on the parser whether the XML ends in 'carriagereturn, linefeed' or 'linefeed' only? Notepad doesn't know how to deal with text files whose lines end in linefeed only, as XML files always do; it's expecting carriagereturn, linefeed. Those other editors can deal with them. Conclusion s/b obvious: don't use Notepad.
