May I ask which processor you're using?
The following
<xsl:template match="Name">
<element att="{substring-before(.,'{')}">
<xsl:value-of select="substring-before(.,'{')" />
</element>
</xsl:template>
works without problems with xt, saxon, oracle and xalan.
