I doubt if there's a general answer to that. Both methods are possible, though if your XSLT is in any way elaborate it would seem more sensible (for reasons of maintainability) to have a single XSL that would pull in the appropriate language components depending on a passed-in parameter. This would also probably make for a better workflow pattern. Translators/language specialists could be kept well clear of the XSLT.
