The XSL engine chooses the encoding it wants to use, and automatically adds the correct meta tag. if you just output the meta tag for iso-8859-6, the document will not be written out in that encoding, so it will just be wrong information for the browser. If you want to output the file in iso-8859-6 then use <xsl:output encoding="iso-8859-6"/> then _if_ your XSL engine supports that encoding, it will output the file in that encoding and add a meta element specifying that encoding.
