Untested, but you get the idea...

<xsl:template match="field">
  <myelement>
    <xsl:attribute name="{@OnLoad}">
      <xsl:value-of select="@*[name()=current()/@OnLoad]"/>
    </xsl:attribute>
  </myelement>
</xsl:template>
