the right bits, but inside out.

contains() expects a string argument and if you give it a node set then
it always takes the string value of the first and discards the rest
(so it is not at all like = in the way it works)
the first node in document order selected by ancestor::* is the top
level document element, so the above just tests the name of that

 <xsl:if test="ancestor::*[contains(name(),'region')]">
