If remaining valid wrt a dtd is important, you can of course use pi's
rather than namespaces/attributes:
<?xml-stylesheet type="text/xsl" href="stylesheet.xsl"?>
<?p1 val1?>
<?p2 val2?>
<top-level-element
normal-attribute1="x"
normal-attribute2="y">
and in the stylesheet
<xsl:param name="p1" select="/processing-instruction('p1')"/>
<xsl:param name="p2" select="/processing-instruction('p2')"/>
