without seeing your source file it makes it hard, but presumably the
most likely cause is that you have no space between a public and system
id,
ie no space here:
<!DOCTYPE foo PUBLIC "pub id""system id">
^
^
^
or here
<!ENTITY foo PUBLIC "pub id""system id">
^
^
^
