The simplest syntax would be:
  <img src="{$baseURL}images/somepic.gif" />
Though you could also use:
  <img src="{concat($baseURL, 'images/somepic.gif')" />
Or:
  <img>
    <xsl:attribute name="src">
      <xsl:value-of select="$baseURL" />
      <xsl:text>images/somepic.gif</xsl:text>
    </xsl:attribute>
  </img>
if you really wanted to.
