Use an attribute value template:
  <xsl:for-each select="cell[(@X='0') or (@Y='0')]">
    <fo:table-cell column-number="{@X}">
      ...
    </fo:table-cell>
  </xsl:for-each>
Anything in {}s within an attribute on a literal result element (such
as fo:table-cell) gets interpreted as an XPath expression, evaluated,
and the string value of the result inserted into the attribute value.
