If you want your code to be readable use xsl:attribute but if you just
want an answer to your question then something like;
<path d="M 35... fill="{substring('greenyellow',
     1+ (fill_percentage <= 90)*5, 5*(fill_percentage > 90)
         + 6*(fill_percentage <= 90))}"/>
untested:-)
