Maybe I'm missing some context here, but as a general statement of FOP's capabilities, that's completely wrong. According to the FOP home page (http://xml.apache.org/fop/index.html): Output formats currently supported are PDF, PCL, PS, SVG, XML (area tree representation), Print, AWT, MIF and TXT. The primary output target is PDF.
