I stuggled with this for quite some time. Keeps are not
implemented fully in Fop (if that's what you are using).
This worked for me, though:
<fo:table-row keep-with-next="always">
	<fo:table-cell ><fo:block>...</fo:block></fo:table-cell>
</fo:table-row>
