% is ok, but < will always be escaped in attribute values - d-o-a will not help you here, as you can't apply it to attribute nodes. Either A) change your JSP B) if possible, use extensions, e.g. saxon:disable-output-escaping C) write your own serializer that will not escape '<%' character sequences in attribute value.
