How can I limit the width of a fo:block to its content and not the width of its parent area? Currently my fo:block stretches the width of the page, as does it's border. I just want it to be the width of content text, as with the border.
A block will always fill the reference area, minus margins and indents. I suppose your text is only one line, otherwise it wouldn't make much sense. You could try to put your text in a fo:inline and set the border there. (unfortunately, FOP doesn't implement this),
