If I understand it correctly,
Project[current()/@projectname = ProjectName]
^^ ^ ^
would give me the Project element
where the ProjectName attribute equals
^ ^
the ProjectName attribute of the Project element I'm processing.
^ ^ ^^^^^^^^^

Your expression looks for attribute of the current node called
projectname (not ProjectName) and tests it against the value of
and tests it against a child element (not attribute) called ProjectName.
