The order of templates does not matter, it is an _error_ to have teo templates of the same priority and the highest priority (and import precedence) one always wins. If there are two with the same priority a processor may just die on you, only if it does an optional error recovery will the order matter, as that specifies how to recover from the error if you have clashing templates.
