If you wanted it to be an a-umlaut then most likely all you need to do is tell the system you are using latin 1 by changing <?xml version="1.0" encoding="UTF-8"?> to <?xml version="1.0" encoding="iso-8859-1"?> If you want to use utf-8 then that character will have a two byte encoding. If the character that you mean isn't an accented a then it is some other encoding but hard to guess...
