I don't see any reason you can't just do the following

<xsl:apply-templates/>

</xsl:template>

<xsl:template match="convert_me">
                <xsl:variable name="upperCase"
select="translate(.,'abcdefghijklmnopqrstuvwxyz','ABCDEFGHIJKLMN
OPQRSTUVWXYZ')"/>
<span style="font-size:smaller"><xsl:value-of
select="$uppperCase"/></span>
</xsl:template>
