[xsl] msxml

Hello,

I had a chance to read Stuart's article on 'XSLT in MSXML' 
(1) I am bit confused about this concept.  Does it mean that every user has to have msxml4.0 installed? 
(2) How can I incorporate msxml4.0 within the xsl file?
