The following produces the output you are after:

<xsl:template match="content">
    <xsl:value-of select="node()"/>
    <xsl:apply-templates/>
</xsl:template>

<xsl:template match="break">
    <br/>
    <xsl:value-of select="node()"/> <!-- I think its at this point that I
need say output the remaining content -->
</xsl:template>
