As DaveP said, there is no test at transformation time that will give you 
what content is going to be on the last page at formatting time.

However, you don't say *why* you want to test the last page.

You can have the formatter place information differently on the last page 
if the differences are restricted to the page geometry (margins, regions, 
etc.).  You can set up the last page sequence of your XSL-FO document with 
the conditional use of simple page masters is tested for using a particular 
geometry for the last page of the page sequence.  That *is* known by the 
formatter.
