<xsl:if test="@whatever !=''"> need not mean what it is intended to mean.
you may try <xsl:if test="not(@whatever ='')">
The above two expressions are not the *same* though it looks logical to assume so.If there is no *whatever* attribute , the first test is false while the second is true.

I need to test if an attribute has some text or not
  whatever=''
  whatever='sdfbzf'
<xsl:if test="@whatever !=''"> is not working
whis is the simplest way to test it?
