?
I think you want something like
<xsl:for-each select="(Coverage/*/*)[position() mod 12 = 1]">
set up new page
do each row:
<xsl:apply-templates
select="(.|following-sibling::*|../following-sibling::*/*)[position()
<= 12]"
finish up page
</xsl:for-each>
