PI's don't have attributes. the syntax of a processing instruction is
<?
a name
white space
character data
?>
so you just have to get the string value of the node,
'filename="deliver.htm"'
here and use substring-before and substring-after to find the part you
are looking for.

<xsl:param name="pis"
select="./processing-instruction('dbhtml')[contains(.,'filename=')]/>
