mean the same thing, so in theory you should not care whether the
XSLT processor uses one form or teh other. Just as you shouldn't car if
your input uses 

<x a = "b" > and it comes out as <x a='b'> .

If you do always want the XSLT processor to use CDATA sections for
example elements then use the cdata-section-elements attribute on
xsl:output. Note though that this doesn't _preserve_ the cDATA section
if it is used at all it will always use CDATA to quote < whether the
input used CDATA or &lt;.
